Minutes of the October 7, 2008 Meeting

 

The meeting was called to order at 7:30 p.m. by Treasurer Carole McCleery.  The pledge of allegiance was given and a moment of silence was observed for those serving to protect our country.

 

Announcements:

 

Carole McCleery made two corrections to the September minutes.  We have an Operating Fund of $352.44 and $1709.41 in our Special Fund for a total of $2061.85.

Candidates for County Commission were available for questions.

 

Carole McCleery gave the Treasurer’s report; our total funds are $2091.85.

 

Minutes were approved and Treasure’s Report accepted.

 

Dennis Clark gave the A1A Scenic Pride update:

·        Vote for Environmentally Sensitive Land (ESL) funding on Nov. 4

·        Creekside Festival will be held on Sat. & Sun., Oct. 11 & 12

·        Oktoberfest dinner Saturday, $8.00 per ticket

·        Scenic A1A PRIDE meets every fourth Friday at 9am in the Community Center

·        Jon Netts promised to remove the Palm Coast logo on the water tank, date is forthcoming

·        Heidi Petito, General Service Director, said that they will remove the dead palm trees at River –To-Park in Marineland and they are looking into possible funding for the replacement of some trees.

·        Stajo’s Hammock Plantation: Stan Rosenbaum and Curt Wimpee presented conceptual plans to Scenic A1A PRIDE for a 2 story, 12,000 SF office building and 6 homes.  This is another example of lining A1A with office buildings when we would be better served with village centers.

·        A1A Parks Progress:  

o       There are three phases for the 2004 National Scenic Byway grant of about $1M now underway, including improvements to River-to-Sea Park, MalaCompra, and Bings Landing.

·        Other DRI and grant funded projects include:

o       Bing’s Landing Addition Phase 2

o       Tennis Court Rebuild at Ed Center

o       Varn Park Expansion

           

Alma Nemrava announced the following:

·        A special thanks to Milissa Holland for her quiet and quick work of addressing the logo on the water tower. 

·        There is an A1A Clean-up on Saturday, October 11, 2008.  We need volunteers for this project.

·        The Steering Committee for the HCCC meets on Monday following this meeting.  We will be looking toward our officers for 2009; if you are interested or you know someone who might be interested please let us know. 

·        An e-mail was sent out today that includes the HCCC 2008 Goals which were given to the BOCC candidates for their consideration.  Their comments addressing these goals are included in the e-mail.  All of the candidates are now aware of the HCCC goals. 

 

Program:  Flagler County Property Appraiser, James E. Gardner

                        Discussing Our Tax Situation

Mr. Gardner shared the duties and responsibilities of the Property Appraisers office, how people can access information from the Property Appraiser website (www.flaglerpa.com), and why the appraisal of property fluctuates up and down.  If you have any questions about your appraisal please feel free to come by his office.  He is more than willing to openly discuss any decisions that have been made.

 

Mr. Gardner explained in very clear terms that his office is responsible for the appraisal of property.  They have no responsibility for setting the tax millage rate.

 

Carole McCleery adjourned the meeting at 8:45.
